How do I arrange apostilled documents before arriving in France?

Apart from the HRD/MEA and Embassy attestations NORKA-ROOTS has started the Apostille attestation service through the Regional Centers of NORKA-ROOTS.
As per the treaty made by the Hague Conference of the listed below countries, the attestation of certificates by their concerned Embassies or High Commissions are not necessary, instead, these countries accept the Apostille Attestation.
The Officials of the Ministry of External Affairs, India shall attend for, and on behalf of these 98 nations, Ministry of External Affairs is responsible for Attestation and Apostille of documents for use in those countries abroad. This service can be obtained through the Regional Centers of NORKA-ROOTS. NORKA-ROOTS will act as facilitator in forwarding the certificates to the Ministry of External Affairs for obtaining Apostille attestation.
India is a member of the Hague Convention of October 5, 1961, abolishing the requirement of legalization of foreign public documents. Apostille is acceptable in 98-member countries of the convention (see the below list) and is issued for personal documents (birth/ death/ marriage certificates, affidavits, power of attorney etc.) and educational documents (degree/ diploma/ matriculation and secondary level certificates etc.).
Procedure
All documents requiring attestation or Apostille should be first authenticated by the designated agencies in the State from where the document has been issued. In case of personal documents (Example: Marriage certificate, Birth Certificate), the Home Department is the designated authority in Kerala.
In case of educational documents, these should first be authenticated by Regional Authentication Centers of NORKA-ROOTS. The certificates after initial authentication can be submitted in the Regional Centers of NORKA-ROOTS for forwarding the same to the NRK Development Office in New Delhi for further processing
Example: Apostille of Birth Certificate:
a. Obtain the original from local self-government (panchayat or municipality or corporation)
b. Attest this original by a local notary
c. Along with a court fee stamp of Rs.10/-, write an application to the principal secretary home department, the Kerala Secretariat Trivandrum for local verification.
d. It takes at least 3 weeks
e. Once the original is received, get an appointment with NORKA roots office either in cochin or in Ernakulam

Apostille Attestation - Fee details
A common service Charge of Rs. 600/- (in cash) and a fee of Rs. 50/- , for each Apostille sticker/attestation. Apostille is performed only on original documents and not on photocopies. Following countries are part of the Apostille Convention
